PRELIMINARY DOCKET: Examiner Hearing for Thursday, December 03, 2020

Applications for hearing shall be filed at least thirty (30) days in advance of the hearing date. A party who intends to present evidence shall file a pre-hearing statement no later than the close of business on the Thursday prior to the hearing date and serve a copy on the other parties, if any. The hearing examiner will dismiss the application if the applicant does not file and serve a pre-hearing statement as specified above. A party desiring to use projection equipment at the hearing shall contact Florene Davidson, OCD Clerk, no later than seven (7) business days prior to the hearing.

2. 21530 Application of Matador Production Company for compulsory pooling, Eddy County, New Mexico. Applicant in the above-styled cause seeks an order pooling all uncommitted interest owners in the Wolfcamp formation underlying a standard 319.64-acre, more or less, horizontal spacing unit comprised of the E/2 of Section 2, Township 24 South, Range 28 East, Eddy County, New Mexico. The above-referenced unit will be dedicated to the following proposed initial wells:
•    The General Kehoe 02-24S-28E RB 203H well, the General Kehoe 02-24S-28E RB 217H well, and the General Kehoe 02-24S-28E RB 223H well, all of which are to be horizontally drilled from a common surface location in the NW/4 NE/4 (Lot 2) of Section 2, to bottom hole locations in the SW/4 SE/4 (Unit O) of Section 2; and
•    The General Kehoe 02-24S-28E RB 208H well, and the General Kehoe 02-24S-28E RB 228H well, which are to be horizontally drilled from a common surface location in the NE/4 NE/4 (Lot 1) of Section 2, to bottom hole locations in the SE/4 SE/4 (Unit P) of Section 2.
Also to be considered will be the cost of drilling and completing the wells, the allocation of the cost thereof, as well as actual operating costs and charges for supervision, the designation of applicant as operator, and a 200% charge for risk involved in drilling and completing the wells. Said area is located approximately 1 mile from Loving, New Mexico.
3. 21531 Application of Ameredev Operating, LLC for compulsory pooling, Lea County, New Mexico. Applicant in the above-styled cause seeks an order pooling all uncommitted interest in the Wolfcamp formation, underlying a standard 640-acre, more or less, horizontal spacing unit comprised of the E/2 E/2 of Sections 30 and 31, and the W/2 W/2 of Sections 29 and 32, Township 25 South, Range 36 East, NMPM, Lea County, New Mexico. Said unit is to be dedicated to the following proposed wells:
    •    The Nandina Fed Com 25 36 31 107H Well, and the Nandina Fed Com 25 36 31 127H Well, both of which are to be drilled from a common surface hole location in the SE/4 SE/4 (Unit P) of Section 31 to bottom hole locations in the NE/4 NE/4 (Unit A) of Section 30; and
    •    The Redbud Fed Com 25 36 32 102H Well, and the Redbud Fed Com 25 36 32 112H Well, both of which are to be drilled from a common surface hole location in the SW/4 SW/4 (Unit M) of Section 32 to bottom hole locations in the NW/4 NW/4 (Unit D) of Section 29. The completed interval for the proposed Redbud Fed Com 25 36 32 102H Well will be within 330’ of the quarter-quarter line separating the E/2 E/2 of Sections 30 and 31 from the W/2 W/2 of Sections 29 and 32 to allow inclusion of this acreage into a standard 640-acre horizontal spacing unit.. Also, to be considered will be the cost of drilling and completing the well and the allocation of the cost thereof as well as actual operating costs and charges for supervision, designation of applicant as operator of the well, and a 200% charge for risk involved in drilling said well. Said area is located approximately 6 miles west of Jal, New Mexico.
4. 21532 Application of Ameredev Operating, LLC for compulsory pooling, Lea County, New Mexico. Applicant in the above-styled cause seeks an order pooling all uncommitted interest in the Wolfcamp formation, underlying a standard 320-acre, more or less, spacing unit comprised of the E/2 W/2 of Sections 29 and 32, Township 25 South, Range 36 East, N.M.P.M., Lea County, New Mexico. Said unit is to be dedicated to the proposed Redbud Fed Com 25 36 32 122H Well, which will be horizontally drilled from a surface location in the SW/4 SW/4 (Unit M) of Section 32, to a bottom hole location in the NE/4 NW/4 (Unit C) of Section 29. The completed interval of the well will comply with statewide setbacks for oil wells. Also, to be considered will be the cost of drilling and completing the well and the allocation of the cost thereof as well as actual operating costs and charges for supervision, designation of applicant as operator of the well, and a 200% charge for risk involved in drilling said well. Said area is located approximately 6 miles west of Jal, New Mexico.
5. 21533 Application of Centennial Resource Production, LLC for compulsory pooling, Lea County, New Mexico. Applicant in the above-styled cause seeks an order pooling all uncommitted interests in the Wolfcamp formation in the 320-acre horizontal spacing unit comprised of the E/2 E/2 of Sections 16 and 21, Township 24 South, Range 34 East, NMPM, Lea County, New Mexico. Said horizontal spacing unit is to be dedicated to applicant’s proposed Raider Federal Com #703H Well, which will be horizontally drilled from a surface location in the SE/4 SE/4 (Unit P) of Section 21 to a bottom hole location in the NE/4 NE/4 (Unit A) of Section 16. The completed interval for this well will comply with Statewide setbacks for oil wells. Also to be considered will be the cost of drilling and completing said well and the allocation of the cost thereof as well as actual operating costs and charges for supervision, designation of applicant as operator of the well and a 200% charge for the risk involved in drilling said well. Said area is located approximately 17 miles northwest of Jal, New Mexico.

6. 21534 Application of Devon Energy Production Company, L.P. for compulsory pooling, Lea County, New Mexico. Applicant in the above-styled cause seeks an order pooling all uncommitted interest owners in the Wolfcamp formation underlying a 480-acre standard horizontal spacing unit comprised of the W/2 of Section 10, and the NW/4 of Section 15, Township 26 South, Range 34 East, NMPM, Lea County, New Mexico. Applicant seeks to dedicate the above-referenced horizontal spacing unit to the following proposed initial wells:
•    (1) The Blondie 15-10 Fed Com 2H well; and (2) the Blondie 15-10 Fed Com 3H well, which will be horizontally drilled from a common surface hole location in the SW/4 NW/4 (Unit E) of Section 15 to bottom hole locations in the NW/4 NW/4 (Unit D) of Section 10; and
•    (3) The Blondie 15-10 Fed Com 4H well; and (2) the Blondie 15-10 Fed Com 5H well, which will be horizontally drilled from a common surface hole location in the SE/4 NW/4 (Unit F) of Section 15 to bottom hole locations in the NE/4 NW/4 (Unit C) of Section 10.
The completed interval of the Blondie 15-10 Fed Com 2H and 5H wells will remain within 330 feet of the quarter-quarter line separating the E/2 W/2 from the W/2 W/2 of Section 10, and the E/2 NW/4 from the W/2 NW/4 of Section 15 to allow inclusion of these proximity tracts into a standard horizontal spacing unit. Also to be considered will be the cost of drilling and completing the well, the allocation of the costs thereof, the actual operating costs and charges for supervision, the designation of the Applicant as operator, and the imposition of a 200% charge for risk involved in drilling and completing the well. Said area is located approximately 16 miles west of Jal, New Mexico.
7. 21535 Application of Centennial Resource Production, LLC for compulsory pooling, Lea County, New Mexico. Applicant in the above-styled cause seeks an order pooling all uncommitted interests in the Wolfcamp formation in the 240-acre, more or less, horizontal spacing unit comprised of the W/2 W/2 of Section 22 and the W/2 NW/4 of Section 27, Township 24 South, Range 34 East, NMPM, Lea County, New Mexico. Said horizontal spacing unit is to be dedicated to the proposed initial Romeo Federal Com #701H Well to be horizontally drilled from a surface location in the NW/4 NW/4 (Unit D) of Section 22 to a bottom hole location in the SW/4 NW/4 (Unit E) of Section 27. The completed interval for the well will comply with Statewide setbacks for oil wells. 8. 21536 Application of B.C. Operating, Inc. to Amend Order No. R-21070, Lea County, New Mexico (Re-Open). Applicant in the above-styled cause seeks an order from the Division for the limited purposes of amending Order No. R-21070 (“Order”) to (1) conform the Order to the amended order template described in the Letter of the Division Director dated April 9, 2020 (RE: Amendments to Compulsory Pooling Order Template); and (2) extend the time to commence drilling the Broadside 13 W Fed Com 2H well (API #30-025-46518) under the Order.

Applicant in the above-styled cause seeks an order from the Division for the limited purposes of amending Order No. R-21071 (“Order”) to (1) conform the Order to the amended order template described in the Letter of the Division Director dated April 9, 2020 (RE: Amendments to Compulsory Pooling Order Template); and (2) extend the time to commence drilling the Broadside 13 W Fed Com 3H well (API #30-025-46519) under the Order.

Applicant seeks an order pooling all uncommitted mineral interests in the WC-025 G-09 S243532M; Wolfbone Pool (98098) underlying a 320.81-acre, more or less, standard horizontal spacing unit comprised of Lot 1, SE/4 NE/4 and the E/2 SE/4 of irregular Section 4 (E/2 E/2 equivalent) and the E/2 E/2 of Section 9, Township 25 South, Range 35 East in Lea County, New Mexico. 12. 21540 Application of OXY USA Inc. for approval of a 1,278.62-acre non-standard spacing unit in the Bone Spring formation comprised of acreage subject to a proposed communitization agreement, Eddy County, New Mexico. Applicant in the above-styled cause seeks an order approving 1,278.62-acre non-standard spacing unit in the Bone Spring formation comprised of acreage subject to a proposed Communitization Agreement underlying Sections 3 and 10, Township 24 South, Range 29 East, NMPM, Eddy County, New Mexico. The acreage underlying the proposed non-standard spacing unit is located within the Division’s Pierce Crossing; Bone Spring, East Pool (Pool Code 96473), and Oxy has proposed the following initial wells in the nonstandard spacing unit:

The completed interval for the Ovation Fed Com 1318 #132H Well will remain within 330 feet of the N/2 N/2 of Sections 13 and 18 to allow inclusion of these proximity tracts in a standard 635.4-acre horizontal well spacing comprised of the N/2 of Sections 13 and 18. Said area is located approximately 3 miles east of Loving, New Mexico.
22. 21550 Application of Novo Oil & Gas Northern Delaware, LLC to amend Order R-21093, Eddy County, New Mexico. Applicant in the above-styled cause seeks to amend Order R-21093 to allow for a standard 635.4-acre, more or less, horizontal spacing unit comprised of the N/2 of Section 13, Township 23 South, Range 28 East, and Lots 1-2, E/2 NW/4 and the NE/4 (N/2 equivalent) of irregular Section 18, Township 23 South, Range 29 East, NMPM, Eddy County, New Mexico.
